AbstractThe essay is about the study of the environment governance system and, peculiarly about the system of rulemaking and of rules execution, in the case of “high-technical-complexity-level” rules. The aim of the research is to test the governance model that has, today, affirmed in Italy, from the angle of the interaction between the scientific knowledge and the political decisionmaking. Special attention is reserved to the institutional outline and to the “environmental agencies” as the network of bodies destinated by the legal system to provide informations and support to the public administrations charged of the environment protection. The study of the environment protection agencies system and their activity seems indeed, to represent a fruitful test field for the endless and articulate theories about the “duty environmental rulemaking process”. Even thought the proceedings constitute certainly the primary place where the science and law “authorities” connect one another, the institutional outline constitutes an important element for the practicality of the proceedings themselves.
