Abstract

Local government have been affected by normative updates aimed at improving efficiency, effectiveness and economy of the administrative action by means of assessment systems management. The aim of this research is to audit whether if the current process involves organizational and behavioral changes in local public administration in Sardinia (Italy) and to identify those elements of performance improvement. The research will also verify whether forms of rationality have been applied to the adaptation of new rules, or if there is a form of resistance focused only on the formal fulfillment of the laws. It has have also dealt with the D. Lgs. 150 27^th October 2009 which provide for an extension of systems for monitoring and evaluating the overall performance of administration, those of employees and the evaluation of citizens, which will be enforced in 2011. It has tried to identify the cultural basis on which this new rule will impact considering mechanisms and outcomes that have occurred with the previous phase of introduction of management control.
